What does this PR do?
Pass the loaded JVM version through JAVA_VERSION and, on Azure Functions only, FUNCTIONS_WORKER_RUNTIME_VERSION. Extract child ProcessBuilder construction into a package-private helper for focused environment-contract coverage.

Motivation
SVLS-9784: supply the runtime evidence consumed by the merged Components metadata reporter (#175, #176, #161). A wrapper version must not be mistaken for either an embedded binary version or the language engine.
Additional Notes
Keeps inheritIO/start in the existing startup path. Does not alter binary selection or wrapper package-version reporting. Remains draft pending compilation/tests.
No new environment-variable contract, default enablement, telemetry transport change or public package release. Metadata reporting stays opt-in with DD_SERVERLESS_COMPAT_METADATA_ENABLED=true. Custom binaries must report their own embedded version; an unversioned binary must not inherit the wrapper version. Components 0.31.0 publication is a separate release step. Fleet UI rendering is not claimed by these canary checks.
Describe how to test/QA your changes
Source self-review and git diff --check passed. Local Maven/Java 21 validation is not available; build-only CI will be requested. No live Java canary has been run.
Review: local source self-review complete; human approval still required. Test coverage checks forwarding/overrides and preserves unrelated child settings rather than only testing a nonempty constant.
